This past January 30, 205, members of the Philippines Recorded Music Rights Inc. (PRM) team visited the Intellectual Property Office of the Philippines (IPOPHL) for a discussion on protecting the IP rights of the owners of sound recorded music this upcoming election season. This is one of IPOHL’s initiatives brought about by the previously signed Memorandum of Understanding between COMELEC and IPOPHL last October at the 2nd Philippine International Copyright Summit (PICS).

PRM, being the protector of the rights of performers and producers of sound recorded music, was eager to have this conversation with IPOPHL as historically there have been no safeguards in place to ensure that the creators and owner of music are compensated for the usage of their craft. The recent upgrading of the Memorandum of Understanding between IPOPHL and COMELEC to a Memorandum of Agreement is a step in the right direction, with IPOPHL emphasizing four aspects that would further their joint goal together with PRM. The first aspect is increasing awareness on the importance of paying the right holders their due, second is training and capacity building for the political parties about the IP rights and music they can use for their campaigns, third is creating mechanisms that would help report cases wherein there is infringement on the copyrighted works of creators, and last is creating methods for monitoring and reinforcing the IP rights of music creators in the event their rights are violated.

It is important and crucial for there to be a government initiative that protects the IP rights during the campaign season. PRM supports and echoes the same sentiments and is happy to participate in all these initiatives as PRM shares the same vision with COMELEC and IPOPHL of an ethical campaign season that includes paying performers and producers their due whenever their works are used.
